Многим известен пример неразрешимой ситуации, когда на бревне, перекинутом через пропасть, встречаются два барана. Шанс попасть на другую сторону есть у каждого из них, но лишь в том случае, если идущий ему навстречу баран будет сброшен вниз. При этом не исключено, что в пропасти могут оказаться оба барана.
Как решает такого рода ситуацию Создатель, я испытал на себе лет двадцать тому назад. Во время поездки на автомобиле мне необходимо было осуществить левый поворот на второстепенную дорогу и пересечь при этом полосу встречного движения. В том месте дорога шла в гору, и видимость встречного транспорта была ограничена. Дорожные знаки предписывали соблюдать скорость не выше 30 км. в час, дабы исключить вероятность создания аварийной ситуации.
Пропустив встречный транспорт, я начал совершать поворот, и в этот момент из-за пригорка выскочил «лихач», двигавшийся со скоростью не менее 140 км. в час. Столкновение было неизбежно. Всё то, что случилось дальше, сложно объяснить в рамках общепринятых представлений. Вопреки всем законам физики аварии не произошло. Перед моими глазами предстала странная картина – тормозной след автомобиля «лихача» обрывался в 5 метрах от моего автомобиля, а его продолжение до места остановки оказалось смещенным вправо на расстояние более 3 метров от предполагаемой траектории движения. Создалось впечатление, что чья-то невидимая рука непонятным образом мгновенно подняла и переместила двигавшийся на меня автомобиль, тем самым предотвратив столкновение.
Гаишники, которые прибежали к месту предполагаемой аварии из находившегося рядом поста, опешили от удивления. Они увидели странной конфигурации тормозной след и застывший у обочины автомобиль «лихача», но не смогли понять, как он туда попал. Видя их замешательство, я поспешил продолжить движение, дабы избежать лишних вопросов.
Обычно Создатель может упредить нежелательное развитие ситуации с участием людей, управляя их сознанием на уровне мотивации поступков. При этом каждый из них будет уверен, что это был его собственный выбор.
Многое из того, что в последнее время происходит на Земле, подвергается изменению и корректировке со стороны Создателя. В этом причина неожиданных решений и поступков власть предержащих по всему миру. Образно выражаясь, они выбирают путь к намеченной цели, а Создатель поворачивает дорогу, по которой им предстоит идти. В итоге власть предержащие оказываются там, куда направил их Создатель. Он решает поставленные задачи оптимальным образом с минимальными усилиями. Большинству людей видимые ими результаты Его воздействия представляются волей случая, а неожиданные решения и поступки власть предержащих ассоциируются только с их выбором. Пастуху нет нужды беспокоиться о восстановлении порядка, нарушенного овцами, которые замешкались или не горят желанием идти в нужном направлении, ибо за него это сделает стадо; так и Создателю достаточно мотивировать человека на алогичные поступки, а остальное сделает сама Система в лице окружения человека, которое отторгнет его, как прокаженного.
Создатель намерен лишить тех, кто реализует властные полномочия, их всесильности и привлекательности в представлении простого обывателя, который вряд ли захочет войти во власть, если пребывание в ней будет стоить ему жизни. Власть предержащие априори конкурируют между собой на пути продвижения к её вершине, а, значит, будут уничтожать друг-друга, как только представится случай.
Именно этим заняты сейчас те, кто узурпировал власть в Украине. Президент стремится получить всю полноту власти в стране и готов устранить каждого, кто противостоит ему на этом пути. Вот только в итоге его ждёт полное разочарование, ведь в пылу конкурентной борьбы никто в политикуме не удосужился узнать, оставила ли прежняя власть после себя инструмент для реализации властных полномочий, и в каком он состоянии. Какой прок во властных полномочиях, если нет инструмента для их реализации?
В данном случае речь идёт об аппарате государственного управления, чью работоспособность могут обеспечить лишь квалифицированные специалисты на всех его уровнях. По факту все места в нём заполнены, но не специалистами, а случайными людьми, которые заплатили прежней власти за свои должности, намереваясь получать от них доход в виде взяток и поборов. Исполнять свои функциональные обязанности эти люди не в состоянии, поскольку не имеют соответствующей квалификации и знаний.
Это стало возможным потому, что прежний президент создал свою вертикаль власти, учредив институт «смотрящих», который и перебрал на себя полномочия аппарата государственного управления. Кажется, нынешний президент пошел по пути своего предшественника, заменив «смотрящих» на префектов и оставив за ними те же полномочия. Беда в том, что префекты не способны стать полноценной заменой аппарату государственного управления. По этой причине дальше разговоров в вопросе реализации намеченных реформ власть пойти не может из-за отсутствия в государстве эффективной управленческой вертикали.
Можно менять правительство, переизбирать президента и Верховную Раду, но без нормально функционирующей системы государственного менеджмента они не смогут ничего сделать. Зная это, умные люди на Майдане предложили концепцию реализации самоуправления в стране. Она позволила бы создать на новом, качественно ином уровне эффективный аппарат государственного управления в замен того, который достался нам от Советского Союза, и чья функциональность ограничивалась республиканским масштабом в рамках СССР.
Начать формирование новой системы управления необходимо было с созыва Вече или Народного Собрания, которое избрало бы организационный комитет численностью не менее ста человек, в чьей компетенции было бы формирование правительства и системы государственного управления. Первостепенной задачей этого комитета должно было стать привлечение квалифицированных специалистов, которые, руководствуясь целесообразностью, смогли бы определить необходимость организации тех или иных министерств и ведомств и их количественный состав, а также создать оптимальную систему управления. В дальнейшем комитет мог бы осуществлять контроль за деятельностью нового аппарата государственного управления по поручению Вече или Народного собрания.
Ничто не мешало украинскому народу заняться созданием своей государственности, если бы он сам не позволил очередным проходимцам узурпировать власть над собой.
В результате, по негласной договорённости между Путиным и власть предержащими в Украине стала возможной оккупация Россией части территории Донбасса. При этом некоторые деятели от украинской власти на протяжении двух лет пугают народ угрозой возможного полномасштабного вторжения российских войск, которое никак не состоится.
Формально у Путина была возможность захватить Украину сразу же после оккупации Крыма – Янукович и Ко. под чутким руководством российских спецслужб практически свели к нулю обороноспособность Украины, а сосредоточенных Путиным на украинско-российской границе многотысячных группировок ВС РФ было вполне достаточно, чтобы за считанные дни, если не часы, захватить всю территорию нашей страны. Но этого не случилось. Возникает вопрос – кто, или что этому помешало в 2014 г., когда в ВСУ насчитывалось от силы 6 тысяч военнослужащих, и не дает это сделать сейчас?
Явно, что не мирные инициативы украинского президента остановили захватчиков, а действия Создателя. Посмотрите на количество потерь сторон в результате военных действий в Сирии, Югославии, Чечне и Грузии и сравните их с потерями Украины и РФ в войне на Донбассе. Цифры явно не сопоставимые.
Власть предержащие в Украине сделали и делают всё в угоду российскому президенту, который, как оказалось, просто не может воспользоваться предоставленными ними возможностями хотя бы для того, чтобы создать сухопутный коридор в Крым. «Феномен» Донбасса заставил Путина усомниться в боеспособности российской армии и он решил проверить её в Сирии, дабы хоть как-то поднять престиж «непобедимой».
Сирийская авантюра закончилась крахом, и Россия выводит войска из этой страны. Украинцев опять начинают пугать возможной агрессией со стороны России. Вот только народ не ведётся на истерику проворовавшейся и недееспособной власти, которая чувствует свой скорый исход и всячески пытается «удержаться на плаву».
Все участники переговоров в Минске получат сполна. С позором уйдут Меркель и Олланд, а Франция и Германия уже ощутили на себе результаты действий этих «миротворцев». На очереди президенты Украины и России.

Many of you know the example of an unsolvable situation, where two muttons meet on a log thrown across the abyss. There is a chance for each of them to get to the other side, but only in case that the other mutton approaching it will be dropped down. It is not excluded that both muttons may get in the abyss.
Twenty years ago I have experienced the way how the Creator solves this kind of situation. During the car ride, I needed to make a left turn to a secondary-class road, and to do so it was necessary to cross the lane of the oncoming traffic. In that place the road went uphill, and the visibility of oncoming traffic was limited. The traffic signs indicated to comply with the prescribed speed not exceeding 30 km/h in order to eliminate the possibility of creation of the emergency situation.
Having let the oncoming vehicles to pass safely, I started to make a turn, and at this point from behind a hill there emerged the "reckless driver", who was traveling at the speed of at least 140 km/h. The cutting-in was inevitable. It is difficult to explain in terms of the conventional concepts everything that happened next. Contrary to all the laws of physics the accident did not happen. There appeared a strange scene before my eyes – the skid marks of the "speeder's" car have ended 5 meters from my car, and their extension to a stopping point appeared shifted to the right side for more than 3 meters away from the presumed trajectory. It seemed to me, that somebody's invisible hand had instantly picked up and inexplicably relocated the car, which was approaching me, thereby preventing a collision.
The traffic cops, who rushed to the site of the alleged accident from the near post, were taken aback by surprise. They saw a strange configuration of the skid marks and the "speeder's" car frozen by the roadside, but could not understand how it got there. Seeing their confusion, I hurried to continue my ride, in order to avoid unnecessary questions.
Usually, the Creator can forestall undesirable developments involving people, influencing their consciousness at the level of behavior motivation. At that, each of them will be convinced that it was his/her own choice.
Much of what is going on lately on the Earth, is subject to change and adjustment on the part of the Creator. This is the reason of unexpected decisions and actions of those in power around the world. Figuratively speaking, they choose the path to the intended goal, and the Creator turns the road by which they have to go. As a result, those in power find themselves there, where the Creator had directed them. He solves the set tasks in an optimal manner with minimal effort. Most people percept the visible results of His influence as a happenstance, whereas unexpected decisions and actions of those in power are associated only with their choice. Shepherd has no need to worry about restoring the order, violated by the sheep who hesitated or are reluctant to go in the right direction, because the herd would make it for him; in a similar vein for the Creator it is enough to motivate a person to illogical actions, and the system will fetch up the rest, acting through the human environment of the said person that will reject him/her as a leper.
The Creator intends to deprive those implementing powers of their omnipotence and attractiveness in the perceptions of an ordinary layman, who is unlikely to want to come to power, if stay in it will cost him/her the life. Those in power apriori compete with each other in the way of progress toward its apex, and thus will be destroying each other, as soon as a case.
This is scilicet what those who usurped the power in Ukraine are now occupied with. President seeks to obtain full power in the country and is willing to eliminate anyone who opposes him on this path. Except in the end, he will face complete frustration, because in the heat of competition nobody in the political circles bothered to find out whether the previous government left behind a tool for the implementation of power, and in what condition it is now. What is the use of powers if there is no instrument for their implementation?
In this case we are talking about the State apparatus, which operation can be insured only by the qualified personnel at all its levels. In fact, all the posts in it are filled not by the specialists, but rather by random people, who paid the previous government for their positions, intending to receive their income in the form of bribes and extortion. These people are not able to fulfill their duties, because they have no relevant qualifications and knowledge.
This was possible because the former President created his vertical of power, establishing the institution of the so-called "observers" [the term "observer" comes from the criminal world (it is similar in general meaning to the term alpha-dog in the American criminal slang) and means an unofficial person (politician, businessman or even a thief-in-law), who controls certain territory or business on errand of an official functionary], which stepped on the toes of the governmental apparatus. It seems that the present President took the path of his predecessor, replacing the "observers" with the prefects, and vesting the same powers in them. The problem is that the prefects are not able to become a sufficient replacement for the governmental apparatus. For this reason, in the issue of implementation of the planned reforms the authorities cannot go further than idle talks because of the lack of effective State management vertical.
One can change the government, re-elect the President and the Verkhovna Rada, but without a well-functioning public management system they cannot do anything. Knowing this, the smart people from the Maidan proposed the concept of realization of the self-government in the country. It could facilitate creation of an effective apparatus of government at a new, qualitatively different level in exchange for that, which we inherited from the Soviet Union, and which functionality was limited to the republican scale within the framework of the USSR.
The formation of a new management system had to start from the convocation of the Veche, or the People's Assembly, which would have elected an organizing committee consisting of at least a hundred persons, whose competence would encompass formation of the government and the public administration's system. The primary task of this committee was to attract the qualified specialists, who, guided by expediency, would be able to determine the need for organization of various ministries and departments and the number of their employees, as well as create an optimal control system. In the future, the committee would oversee the activities of the State administration's new apparatus by order of the National Assembly or the Veche.
Nothing could prevent the Ukrainian people to focus on creating their own statehood, if they did not themselves let the successive crooks to usurp authority over them.
As a result, the tacit agreement between Putin and the powers that be in Ukraine has made possible Russian occupation of the part of the Donbass territory. At the same time, over the past two years some functionaries from the Ukrainian government have threatened people by the possibility of the Russian troops' full-scale invasion, which in no way can take place.
Formally, Putin had the opportunity to seize Ukraine immediately after the occupation of the Crimea – Yanukovich and Co. under the watchful eyes of the Russian special services had reduced almost to zero the Ukraine's defense capability, while several thousand strong Russian military groups, which Putin placed on the Ukrainian-Russian border, were enough to capture the entire territory of our country in a few days, if not hours. But this didn't happen. The question arises –who, or what stopped Putin in 2014, when the quantity of the Armed Forces of Ukraine merely amounted to 6000 soldiers, and still does not permit him to do it now?
It is obvious, that not the peace initiatives of the Ukrainian President, but the actions of the Creator have stopped the invaders. Look at the number of losses of the parties in the result of military actions in Syria, Yugoslavia, Chechnya and Georgia, and compare them with the losses of Ukraine and Russia in the war in the Donbass. The figures clearly are not comparable.
Those in power in Ukraine have done and still continue doing everything to truckle to the Russian President, who, as it turned out, simply can't take advantage of the opportunities, provided by them, at least in order to create a land corridor to the Crimea. The Donbass "phenomenon" forced Putin to doubt the fighting capacity of the Russian army, and he decided to check it in Syria, in order to somehow raise the prestige of the "invincible".
Putin's Syrian adventure ended in failure, and now Russia withdraws its military from the country. Ukrainians again are being frightened of the Russia's possible aggression. Nevertheless, the people just don't buy into the tantrum of the larcenous and dysfunctional government, which feels its speedy fatal exodus, and by all means tries to "stay afloat."
All the participants in the Minsk talks will go dawn hard. Merkel and Hollande will leave in ignominy, while France and Germany have already felt the results of the actions of these "peacemakers". Coming up next, the Presidents of Ukraine and Russia.

The Creator intends to deprive those implementing powers of their omnipotence and attractiveness in the perceptions of an ordinary layman, who is unlikely to want to come to power, if stay in it will cost him/her the life. Those in power apriori compete with each other in the way of progress toward its apex, and thus will be destroying each other, as soon as a case.
This is scilicet what those who usurped the power in Ukraine are now occupied with. President seeks to obtain full power in the country and is willing to eliminate anyone who opposes him on this path. Except in the end, he will face complete frustration, because in the heat of competition nobody in the political circles bothered to find out whether the previous government left behind a tool for the implementation of power, and in what condition it is now. What is the use of powers if there is no instrument for their implementation?
In this case we are talking about the State apparatus, which operation can be insured only by the qualified personnel at all its levels. In fact, all the posts in it are filled not by the specialists, but rather by random people, who paid the previous government for their positions, intending to receive their income in the form of bribes and extortion. These people are not able to fulfill their duties, because they have no relevant qualifications and knowledge.
This was possible because the former President created his vertical of power, establishing the institution of the so-called "observers" [the term "observer" comes from the criminal world (it is similar in general meaning to the term alpha-dog in the American criminal slang) and means an unofficial person (politician, businessman or even a thief-in-law), who controls certain territory or business on errand of an official functionary], which stepped on the toes of the governmental apparatus. It seems that the present President took the path of his predecessor, replacing the "observers" with the prefects, and vesting the same powers in them. The problem is that the prefects are not able to become a sufficient replacement for the governmental apparatus. For this reason, in the issue of implementation of the planned reforms the authorities cannot go further than idle talks because of the lack of effective State management vertical.
One can change the government, re-elect the President and the Verkhovna Rada, but without a well-functioning public management system they cannot do anything. Knowing this, the smart people from the Maidan proposed the concept of realization of the self-government in the country. It could facilitate creation of an effective apparatus of government at a new, qualitatively different level in exchange for that, which we inherited from the Soviet Union, and which functionality was limited to the republican scale within the framework of the USSR.
The formation of a new management system had to start from the convocation of the Veche, or the People's Assembly, which would have elected an organizing committee consisting of at least a hundred persons, whose competence would encompass formation of the government and the public administration's system. The primary task of this committee was to attract the qualified specialists, who, guided by expediency, would be able to determine the need for organization of various ministries and departments and the number of their employees, as well as create an optimal control system. In the future, the committee would oversee the activities of the State administration's new apparatus by order of the National Assembly or the Veche.
Nothing could prevent the Ukrainian people to focus on creating their own statehood, if they did not themselves let the successive crooks to usurp authority over them.
As a result, the tacit agreement between Putin and the powers that be in Ukraine has made possible Russian occupation of the part of the Donbass territory. At the same time, over the past two years some functionaries from the Ukrainian government have threatened people by the possibility of the Russian troops' full-scale invasion, which in no way can take place.
Formally, Putin had the opportunity to seize Ukraine immediately after the occupation of the Crimea – Yanukovich and Co. under the watchful eyes of the Russian special services had reduced almost to zero the Ukraine's defense capability, while several thousand strong Russian military groups, which Putin placed on the Ukrainian-Russian border, were enough to capture the entire territory of our country in a few days, if not hours. But this didn't happen. The question arises –who, or what stopped Putin in 2014, when the quantity of the Armed Forces of Ukraine merely amounted to 6000 soldiers, and still does not permit him to do it now?
It is obvious, that not the peace initiatives of the Ukrainian President, but the actions of the Creator have stopped the invaders. Look at the number of losses of the parties in the result of military actions in Syria, Yugoslavia, Chechnya and Georgia, and compare them with the losses of Ukraine and Russia in the war in the Donbass. The figures clearly are not comparable.
Those in power in Ukraine have done and still continue doing everything to truckle to the Russian President, who, as it turned out, simply can't take advantage of the opportunities, provided by them, at least in order to create a land corridor to the Crimea. The Donbass "phenomenon" forced Putin to doubt the fighting capacity of the Russian army, and he decided to check it in Syria, in order to somehow raise the prestige of the "invincible".
Putin's Syrian adventure ended in failure, and now Russia withdraws its military from the country. Ukrainians again are being frightened of the Russia's possible aggression. Nevertheless, the people just don't buy into the tantrum of the larcenous and dysfunctional government, which feels its speedy fatal exodus, and by all means tries to "stay afloat."
All the participants in the Minsk talks will go dawn hard. Merkel and Hollande will leave in ignominy, while France and Germany have already felt the results of the actions of these "peacemakers". Coming up next, the Presidents of Ukraine and Russia.
