People who realize power on the planet's scale are in fact only managers who get this right from the hands of those who are considered to be the global government aka Masters of the Universe. Until recently, scilicet its members controlled and directed the processes of forming the power in all countries of the world.
Scilicet at their will there happen military conflicts, revolutions and other "cataclysms" of world scale. There is an opinion that these are representatives of the famous 13 families of illuminates, but this is not the case. The actual members of the world government, also referred to as the global cabal, because they live "in the shadow," govern mediately, using indirect methods of governance and control. In their hands, a tool for controlling the population of the planet, based on the formula: "divide et impera," for thousands of years has been brought to perfection and still operates everywhere effectively.
Naturally, the interests of the world government do not coincide with the interests of the population of the states under their control. If people strive for peace, well-being and prosperity, then the governments under the control of the global cabal can act contrary to their will, deliberately destroying the economy or unleashing wars.
Ideally, the theory of the global government's actions is simple. It maintains a certain "average" level of the civilization development, periodically pouring countries into devastating wars, destroying material values and human resources.
At the same time, the global cabal leaves untouched one country that enjoys a state of peace and tranquility. It performs the role of "guardian" of the level of development achieved by civilization, to which the states devastated by war will strive in the process of reconstruction. This is how the deterrence of the development of human civilization as a whole was carried out. And the inquisitive minds trying to understand the logic of such "historical development," were sent by the System to the theory of "animal origin" of a human in whom the aspiration for creation interchanges with the need for destruction.
In the past, the absence of high-speed vehicles and means of communication in the presence of large distances, separating the states from each other, contributed to the implementation of plans of the world government. The global cabal controlled the access to the knowledge and the spiritual life of society through the state and religious institutions, which were part of the System created by it to govern a society.
But, as the history of civilization shows, one cannot foresee everything. From the second half of the 19th century, and especially at the beginning of the 20th, there took place vehement upsurge in the field of cognition, as if the human mind came out of a state of lethargic sleep. It provoked the rapid development of science, and with it the technical progress together with the spread of atheistic views.
Religion was separated from the state and began to lose its influence. The emergence of radio and telephone communications has enabled almost instant access to information. It was becoming more difficult for the global government to rule under such conditions, and for the first time the System started to falter in its work.
Scilicet that has triggered the emergence of the theory of the "golden billion" as the basis for an attempt to restore the conditions for the System's optimal functioning. According to the representatives of the world government, the Third World War could be the most effective and quick means for actualization of this theory.
Judging by the latest developments, this scenario has no chance to materialize, although considerable efforts are being made to do so. In 2012, at the annual meeting of the Bilderberg Club, representatives of participating countries for the first time in history did not receive the world government's directives, which caused confusion.
It would be naive to assume that it has recused itself from the processes of controlling and governing the world's elites. Most likely there occurred circumstances that at present make the normal functioning of the global government impossible, contrary to its desires and will.
But there is a way out. In the current situation, it would be reasonable to submit to the “external circumstances,” which in reality are part of the Creator's Providence in transformation of our world and return of humanity to the path of civilizational development.
